1. First is the Sakura Society. Eight or nine out of ten casinos and nightclubs in this city are under their protection, and they are quite powerful. Next is the Metropolitan Police Department. Nominally a police station, but not so clean behind the scenes. Then there's the Haruta Financial Group, wealthy and influential. Finally, there's the School Union, a federation of all the delinquent high schools in the city. Although there aren't many good fighters, they have strength in numbers. These four powers cover almost all of the city's sources of income. For small-time thugs like us, we either have to find an organization to join, or we can only bully ordinary people.
